The Sidhe are very skilled at making magic items, probably because their
extra-planar nature gives them close contact to the various magical strata.
They can make a charm very similar to a wand, except easier to activate and
more capricious in its functioning. These charms are "use"d like wands, but
they don't need to be held, they work from inventory. Also, merely holding
or examining a charm seems to magically convey to the bearer knowledge of
what it does.

Eventually these charms wear out. However, tests have shown they possess
the mystical property that no matter how many times they have been used, they
will work an average of three more times.

To get the Sidhe to create such a charm, you will need to do three things:

1. convince them to show up
2. give them an appropriate payment
3. give them the appropriate materials

The materials are crystal shards, a form of crystallized mana (as far as
we can tell) that is found in areas particularly attuned with specific
strata. You must provide the appropriate sort of shard for the spell you
wish enchanted into it. See 'help' for that particular spell to see
which type of shard is needed. The shards look similar, but can be
distinguished by careful inspection.
